		<description>Check to see if Microsoft's software firewall is enabled.  By default, most XP machines have this on.  That would lock the VPN client out.

We use TortoiseSVN at work.  You might want to give that a shot to see if your command line installation is wonky for some reason.  There's a decent chance that the correct executables from your SVN installation is just missing from your path.</description>
